So says the fifth study by IDC India to assess the performance of e-governance projects across 21 Indian states. The results are based on a two level survey that assesses every state’s IT vision, implementation plan and ease of use of the various services. It also factors in IT allocation for new projects in 2007-08, their implementation and user satisfaction.
Apart from its high IT spend, Tamil Nadu has also scored high on parameters such as citizen and business satisfaction.
The other states in the top five include Himachal Pradesh, Delhi, Haryana and Andhra Pradesh. Tamil Nadu and Andhra Pradesh have climbed three spots over last year’s ranking to the number one and the number three position respectively. Delhi, which occupied the top slot last year, has slipped to the third place this year.
The surprise entrant to the top five was Haryana, which climbed up 14 places and edged past IT-savvy states such as Karnataka and Kerala thanks to it higher IT spend per capita.
Inspite of all the efforts that are underway, the citizen satisfaction regarding these services seems to have declined, according to the survey. While the overall citizen satisfaction came down from 64.8 to 63.6, individual services such as Employment Exchange and Police & Security showed a decline of 10% and 9%, respectively. Though Gujarat is often touted as an investment-friendly destination it fell behind on police and security parameters. West Bengal, Jharkhand and Bihar make up for the worst 3 in terms of e-governance. [Via]
